Hoboken, New Jersey, 1954. Je bent de baas van één van de grootste criminele organisaties van de stad. Je wedijvert met je concurrent om gebieden en steun, waarbij je elk middel aangrijpt om je invloed uit te breiden. In het centrum van Hoboken ligt District Noir. Door die wijk te veroveren kun je de macht over de hele stad verwerven.
In dit tactische kaartspel voor 2 spelers moet je van de verschillende kaartsoorten de meerderheid zien te krijgen, dan score je de meeste punten. Maar zodra je de 3 strategische locaties van de stad in je bezit krijgt, win je meteen zonder zelfs de punten te tellen.
Het spel gaat door totdat de gedekte stapel leeg is en alle kaarten zijn gespeeld. Daarna worden de punten geteld. Je krijgt punten als je de meeste kaarten van een bepaalde soort hebt en voor complete setjes van verschillende soorten. Verder zijn er kaarten die direct plus- of minpunten geven. Slaag je erin om alle 3 strategische locaties in je bezit te krijgen, dan win je direct.
